OBJECTIVE
IMPACT
LowInsulation improvements can result in up to 45% improvements in energy efficiency.
Description
Adding insulation in the building envelope can reduce energy consumption and associated emissions.
Council considers heritage and historical values, building standards, climate change adaptation requirements, energy use and building use patterns to inform which buildings to target.
- Use facility assessments to identify existing insulation of buildings and feasibility of installing wall, roof and floor insulation.
- Highest energy users should be assessed first, e.g. Yackandandah Office, The Pines, Burke Museum, and Courthouse.
- Track assessments, decisions and outcomes in Energy Efficiency Register (EER).
Tasks
What's left to do?
- 30/09/2024
Assess priority projects for insulation
What are we doing?
- 31/03/2024
Determine status of insulation in Council assets
Some insulation works have been undertaken, but other sites considerations that preclude insulation work. Documenting past projects and rationales in the EER will assist Council to efficiently implement opportunities for energy savings.
- 30/06/2035
Add insulation to all new buildings and major renovations
Recent examples of new builds with insulation include:
- Kiewa Multi-Purpose Pavilion (2023)
- Chiltern Community Hub (2023)
What has been done?
- 31/03/2023
Add insulation to the Chiltern Athenaeum
Adding insulation as part of a larger restoration project to the Chiltern Athenaeum.
R6 ceiling batts were installed in the existing ceiling.

Target audience
Responsible organisations
- Assets & PropertyManages Council's assets and property, including maintenance and upgrades.
- Capital Works & WasteManages new builds and major renovations.
- Environment & SustainabilityProvides technical expertise. Pursues external funding. Identifies opportunities via managing Trellis (carbon accounting).
Emissions Scope
Indicative costs
[Council to insert price of quotes or past projects]
Indicative savings
Operational savings through optimised building fabric – savings reflect % efficiency improvement.
Thermal comfort is linked to improved productivity and associated cost savings.
Insulation projects can be priortised by user experience, energy consumption, constraints around installations such as historic status, and return on investment.
